The University Grants Committee (UGC) Secretariat is a small Government department of some 140 staff, most of whom are civil servants. It is headed by the Secretary-General of UGC. The Secretariat provides policy and administrative support to the UGC and helps the UGC carry out its functions in advising the Government on the development and funding of tertiary education in Hong Kong. More specifically, the Secretariat provides support for the UGC in considering a wide range of matters including : the recurrent grants and student numbers of the UGC-funded universities; teaching and learning quality; research matters; internationalisation; and capital works projects for the universities. The Secretariat also helps the UGC monitor the efficiency and cost-effectiveness of the universities' activities.
In addition, the UGC Secretariat provides administrative support to the Research Grants Council (RGC) and the Quality Assurance Council (QAC). Both are semi-autonomous Councils under the aegis of the UGC. The RGC is responsible for advising the Government, through the UGC, on the needs of Hong Kong's higher education institutions in the field of academic research and for the distribution of funding for academic research projects undertaken by academic staff of those UGC-funded institutions. For QAC, it aims to assist the UGC in assuring the quality of programmes (however funded) at first degree and above levels offered by UGC-funded institutions.
